Democracy, Ethics, and the Digital State
• Democracy, Ethics, and the Digital StateDemocracy, Ethics, and the Digital State within the The Developmental, Capable and Ethical State division comprises three focus areas, as follows.
Democratic Governance & Accountability
Drawing on South African expertise, pan-African partnerships, and global research interactions, DCES conducts rigorous research at the intersection of governance, technology, and ethics, strengthening democratic foundations with locally informed and internationally grounded insights. The division supports institutions, government and communities in navigating the evolving digital state. The aim is to lead cutting-edge research to strengthen democracy, promote ethical governance, and harness digital technologies for inclusive citizen engagement and participation in South Africa and across the continent.
Digital Democracy & Civic Engagement
Our research links to the previous theme by examining barriers to ethical leadership and public service professionalisation to promote transparent, accountable governance. Our research also informs strategies to combat corruption, enhance electoral democracy, and strengthen institutions at all levels of government.
Digital Democracy & Civic Engagement
We investigate digital tools and strategies—such as e-voting frameworks and participatory platforms—to strengthen civic voice and foster inclusive participation. Our work addresses the digital divide and helps build citizen trust in digital public services.
Ethics in Leadership
We advance ethical leadership in public service and other sectors in society by examining anti-corruption strategies and values-based approaches to governance. Our work supports South Africa’s journey toward a more capable and ethical state and society that serves all citizens equitably.
Overall, we aim to bridge the gap between academic research and practical policy implementation, working directly with government departments, electoral bodies, municipalities, and civil society organisations to translate evidence into actionable strategies for democratic strengthening and digital transformation.
