On 17 February 2026, the Human Sciences Research Council (HSRC)’s Centre for Community Based Research (CCBR) welcomed a high-level visit from the Director-General of the Department of Science, Technology & Innovation (DSTI), Dr Mlungisi Cele. The visit provided an important platform for strategic engagement on the future of research funding, institutional sustainability, and the continued impact of community-based research in South Africa.

During the visit, Dr. Cele met with HSRC Chief Executive Officer, Prof Sarah Mosoetsa, alongside members of the Council’s executive leadership. Discussions focused on strengthening collaboration between the DSTI and HSRC, particularly at a time when the research sector is facing significant financial pressures.
The engagement took place against the backdrop of growing funding challenges affecting the global research landscape, including a deficit linked to recent United States government policy decisions that have resulted in substantial reductions in funding for research programmes. These developments have had notable implications for research institutions and initiatives that rely on international funding streams.
HSRC representatives highlighted the Centre for Community-Based Research’s extensive contributions over more than two decades, demonstrating the impact of its research initiatives on public policy, service delivery, and community development. The delegation also outlined the challenges currently faced due to funding constraints, emphasizing the potential risks to ongoing and future research programmes.
In response, Dr Cele reaffirmed the DSTI’s commitment to supporting the research sector and working collaboratively with institutions to identify sustainable solutions to current funding challenges. He expressed the Department’s continued support for science councils under its mandate, including the HSRC, and highlighted the importance of preserving research capacity that contributes to national development priorities.
The visit also included a site walkabout and direct engagement with CCBR staff members, providing an opportunity for researchers to share insights into their work and discuss both achievements and operational challenges.
The engagement reflects ongoing efforts to strengthen partnerships between government and research institutions, ensuring the continued advancement of evidence-based research that informs policy and supports communities across South Africa.
