SA needs to grow much faster to make inroads into its appalingly high unemployment rate and avoid a political backlash. But we are also committed in terms of the Copenhagen Accord to an ambitious carbon emissions reduction target that some fear will restrain growth, and there is concern in the industrial sector that emission caps proposed in the recent National Climate Change Response White Paper are too onerous and could cripple the mining sector in particular.
