Human Sciences Research Council economist Miriam Altman said on Monday that inequality was not as socially damaging as poor service delivery.
She said that if citizens believed they were receiving adequate services, such as health care and education, they would have a vested interest in maintaining peace and stability.
“It is harder to mobilise people who have a vested interest … Most people don’t want to live at war, they want to live in peace,” Ms Altman said.
