  1. Introduction:

The HSRC was established in 1968 as South Africa’s statutory research agency and has grown to become the largest dedicated research institute in the social sciences and humanities on the African continent, doing cutting-edge public research in areas that are crucial to development.

Our mandate is to inform the effective formulation and monitoring of government policy; to evaluate policy implementation; to stimulate public debate through the effective dissemination of research-based data and fact-based research results; to foster research collaboration; and to help build research capacity and infrastructure for the human sciences.

  • Scope of Work:

The HSRC wishes to secure the service of a panel of commercial property practitioners/agents that will be able to submit proposals to the HSRC for potential buyers of the HSRC Pretoria office. The HSRC Pretoria building at 134 Pretorius Street, has been approved by the HSRC to be listed on the property market for sale. This is an open mandate hence the intention to appoint a panel of property practitioners. The HSRC is a registered VAT vendor. The sale of property attracts either Transfer Duty or VAT; and not both. It must be considered in the proposal. The broker will not be paid by the HSRC any commission if any of the proposals presented are not accepted by the HSRC. In the rare event that the HSRC has not found a suitable buyer through this process. The HSRC reserves the right to market the property via an alternate channel. The HSRC will appoint a conveyancer and not the Property Practitioner/Agent.

3. Evaluation Criteria:

Preference Points System: 80/20 or 90/10 (Price: 80 or 90 and Points: 20 or 10).

NB: The minimum threshold on functionality is 70% to qualify for further evaluation stages.

4. Access to Bid Documents:

Bid documents will be free of charge and available on the HSRC website (www.hsrc.ac.za), newspaper and e-tender (www.e-tender.gov.za). Bid documents

must be deposited into the HSRC Tender Box at HSRC building, 134 Pretorius Street, Pretoria.

 NB: The HSRC shares the building with the Department of Social Development.  Bidders are requested to ensure that their proposals are deposited into the correct tender box.
