The observer survey together with an exit poll formed the third part of the study. This report presents the findings of the observer survey. More specifically, the observer survey reports on the accessibility of the voting stations; general mood and environment conditions during the elections; the efficiency of the IEC; political party activity; freeness and fairness of the elections; and media presence (Appendix A). This report is important because it provides the IEC with a synopsis of what outsiders think about the 2009 national and provincial elections as well as the IEC's ability to efficiently implement its mandate. Furthermore, the legitimacy of the electoral process is enhanced by the presence of neutral observers. It is interesting to note that the IEC received a flood of applications from international observers to oversee the South African elections.
