Innovation is a powerful force for building capabilities and creating jobs in poor communities. Inclusive development requires the active engagement of poor communities themselves, but innovation in its many senses can contribute to that process in a variety of ways. This lecture will share examples from several policy areas, from growth strategies through human resource, research, and regulatory policies. Innovation policy in the classic sense of stimulating the development of new products and processes in the private sector is important, but it does not need to work alone.
