The Education Roadmap was coordinated by DBSA on behalf of teacher unions, departmental officials, NGO’s, academics, the ANC, Minister of Education, and other stakeholders. The process produced a 10-point programme of key priorities to fix schooling in South Africa. This signalled the reality of a policy space in which significant intervention is possible to turn around the schooling system from its current poor outcomes and inequalities. This discussion will look both at the 10-point programme and its proposed interventions; as well as the nature of policy intervention.We pose the question of how to ensure meaningful educational recovery and improvement.
Graeme Bloch is DBSA education policy analyst. He taught in the education faculty at the University of Western Cape, and was project manager for youth development at the Joint Education Trust. He has worked as head of Social Development in the Department of Welfare, and as Director of Social Development in the Joburg Metro. He has written and published widely, in particular on education, in both academic and more popular publications. Recent books include ‘Education, Growth, Aid and Development (ed with Chisholm and Fleisch) and ‘Investment Choices for SA Education’ (ed with Chisholm, Fleisch and Mabizela).
