A key to understand China’s success in the past 30 years lies in the central government policy that gives full play to the local initiatives. In this short talk, Prof. Dong will trace how such system was established after the founding of the PRC and how it has evolved. Based on these, Prof. Dong will analyse the reforms and initiatives underway or planned and discuss various directions for future development.
