This seminar explores the role of the Municipal Demarcation Board in conducting municipal capacity assessments for the adjustment of powers and functions between category B and C municipalities in terms of section 85 of the Municipal Structures Act. Given that there is direct correlation between municipal capacity and service delivery, it is crucial to review the usefulness of the data obtained from these capacity assessments. Capacity assessments have been conducted to inform the Municipal Demarcation Board before embarking on the determination of the municipal boundaries. These capacity assessment reports could be used by the municipalities and other stakeholders to make interventions to improve the functioning of municipalities and service delivery. Ms Sue Bannister from Data World (PTY) Ltd will speak on key capacity assessment issues to stimulate debate on the fact that Category B and C municipalities are struggling with service delivery yet capacity assessments provide guidance for fostering service delivery efficiencies.
