In 2015, the HSRC and the Cities Support Programme (CSP) led by National Treasury piloted a community engagement process in Cape Town in an effort to strengthen local governance and improve service provision. The pilot combined elements of qualitative and participatory research and examined water and electricity in 5 informal settlements. The ‘on the ground’ approach (visits to observe the services and face-to-face discussions) served to unveil nuances and local realities of service delivery and community engagement, bringing together key actors (citizens, government officials and academics) who usually operate in silos or even in antagonistic ways.
In this seminar, Diana Sanchez-Betancourt and Elmé Vivier will reflect on the pilot process, the challenges of strengthening community engagement in South African cities and the role of research in transforming
