You are cordially invited to attend this seminar in the 2010 HSRC Seminar Series. In 2006 the World Bank commissioned the HSRC to do a Consultative Community Report Card Survey (CCRCS) in two municipalities Tshwane and OR Tambo. The aim of the studies was to refine and test the implementation of the CCRCS. This included the design of the survey instrument and the implementation of a household survey in both urban and rural areas of South Africa by testing all mechanisms for the collection and dissemination of quantitative information on services. The fieldwork studies were done & final reports were completed. Key to the successful completion of the studies of this nature is the signing of the social compact by both the recipients (communities/citizens) and the providers of the services ( government ). To kick-start this last phase of the project, focus groups were organised and held in both Tshwane and OR Tambo. GIS techniques were used to analyse the data and to portray the extent of service delivery in terms of access and satisfaction. Key services included water and sanitation, electricity supply and transport infrastructure.
