An assessment of the past 20 years of education legislation and policy in South Africa

Education has a critical role to play in the reduction of poverty and inequality, and the promotion of social justice. The provision of education enhances peoples’ skills and knowledge, and therefore their employability and ability to find work.  Providing equal education opportunities will decrease inequality within the schooling system, as well as throughout higher education institutions and thereafter.

Based on a study we completed for the National Education Collaboration Trust, in this seminar we examine the impact of basic education policy and laws in South Africa on development.  A qualitative analysis of government legislation and policy documents relating to governance, resourcing, teachers, curriculum and assessment lead to the findings.  Particularly, aspects of the policy framework which facilitate (affordances) and hinder (blind spots) the achievement of greater equity and quality within the education system will be presented.
