Building on the Energy of Our People: Lessons From the S/E Africa on Local Community Driven Development

You are cordially invited to attend a seminar to be presented by Dr Ian Goldman, Monitoring and Learning Facility in the Programme for Support to Pro-Poor Policy Development in South Africa’s Presidency.

South Africa has strong rhetoric about participatory development, for example, in the White Paper on Developmental Local Government and subsequently in the Municipal Systems Act. The reality is that in many areas we try and deliver to our people, and treat them as passive recipients of development. Government cannot make development happen – development happens because of the decisions and actions of our people, taking forward their lives and livelihoods. Government must provide the enabling conditions, which release the energy of our people – just look at Asia to see the potential of that energy unfolding.

So what are the lessons from South Africa and the region that we can learn? This talk will draw on experiences from Southern and Eastern Africa to point to examples that work, and which could be applied or scaled up in South Africa.

Dr Ian Goldman works in the Programme for Support to Pro-Poor Policy Development, a partnership between the Presidency and the EU. He is also outcomes facilitator for the PM&E in the Presidency, facilitating the development and implementation of the delivery agreement around rural development. Dr Goldman has 30 years experience, working particularly in decentralisation and community-driven development, rural development and local economic development. His skills are in strategic planning and facilitating long-term change processes. He has worked with all levels of government, with civil society and the private sector, and in 18 countries of Africa, Latin America and Europe.
