Ward delimitations do not only affect registered voters but also society at large. In making use of registered voters rather than the general populace in ward delimitations, the Municipal Demarcation Board assumes that registered voters are true representation of the population. This view is debatable and should be reconsidered. Public participation in electoral processes— and particularly the registration of voters— is often dependent on the political dynamics at a particular time and place. Hence the Municipal Demarcation Board’s delimitation process is not inclusive, especially when using registered voters as the only legitimate stakeholders.
This seminar aims to critique the exclusive use of registered voters in ward delimitation including the determination of the formula for deciding the number of ward councillors. The seminar will explore the feasibility of using population census in delimiting wards and will argue for a more inclusive formula that will also lead to a more representative and accountable local government.
