Dr Dineo Seabe is a development economist and governance specialist whose work focuses on strengthening state capability, public policy systems, and accountability. With over a decade of experience across research institutions, academia, civil society, and government, she is committed to advancing evidence-based approaches that support inclusive and people-centred development in Africa.
She currently serves as Senior Research Manager in the Developmental and Capable State (DECS) division at the Human Sciences Research Council (HSRC). Prior to joining the HSRC, she was a Senior Researcher at the Nelson Mandela School of Public Governance, where she managed the Democratising the Developmental State Fellowshipâsupporting emerging scholars, coordinating high-level policy dialogues, and working closely with partners across government, civil society, and international organisations.
Her earlier career includes lecturing in macroeconomics and development economics at the University of Cape Town and Stellenbosch University, and conducting pioneering research on the non-profit and third sector as a Postdoctoral Research Fellow. Dr Seabe has contributed significantly to South Africaâs national development coordination mechanisms, including designing the principles and roadmap for institutionalising the National Development Stakeholders Forum.
Her published work spans volunteering, civil society accountability, and citizenâstate engagement, reflecting her long-standing commitment to democratic governance and social justice. She holds a Joint PhD in Economics from Vrije Universiteit Brussels and Stellenbosch University, and a Masterâs in Social Science Research Methods.
