GOP has identified the need for an over-arching policy that makes provision for group-specific issues, commonalities and inter sectionalities. The aim of an over-arching, holistic or integrated approach is to overcome policy overlap, conflict, inconsistencies and inefficiencies, as well as shared benefits for a range of people from different designated groups. Following guidelines from DPME the GOP has included the development of a Theory of Change for the development of the policy framework into its Terms of Reference for the research project. This report reflects the outcomes of a workshop which was held with the GPG on 7 April 2017.
