The Human Sciences Research Council (HSRC) has been contracted by the Department of Planning Monitoring and Evaluation (DPME) to conduct an implementation evaluation1 of the Integrated Justice System (IJS). The IJS is intended to strengthen the criminal justice system (CJS) by facilitating the sharing and coordination of IJS Board members??? information technology initiatives and thereby enhancing the quantity, quality and value of information available to IJS partners. The evaluation of the IJS requires expertise at various levels, from sector evaluation and analysis and systems and business analysis, to qualitative and quantitative data collection and analysis. In that regard, HSRC has partnered with the Institute of Security Studies to ensure that the combined expertise of the two organisations can execute an evaluation of the highest quality. Both organisations have an international track record of research and evaluation in the areas that are relevant to IJS. The HSRC has also sub-contracted individual researchers with specific expertise for aspects of the evaluation. The evaluation considers the national monitoring and evaluation policy context, the South African government???s commitment to implement focused, coherent, efficient and effective initiatives to achieve the long- and medium-term objectives set out in the National Development Plan: Vision 2030 and the Delivery Agreement for Outcome Three of government???s Plan of Action and Medium-Term Strategic Framework. This document presents the literature review that has been conducted on the key themes and key questions of the IJS.
