The Gauteng Government seeks to respond in a holistic and progressive manner to the issues and challenges faced by six identified population groups within the Provincial government mandate, through a consolidated mainstreaming policy. The six groups which are (partly) deemed to be vulnerable are Gender/women in need of empowerment , youth, people with disabilities , older persons, military veterans and migrants. The proposed policy is not intended to replace or duplicate any other policy or programme that is in existence within GP with regards to institutional responses and mainstreaming of the designated/vulnerable groups' issues. Instead it builds on such policies and programmes with its focus being on human rights, coherence, sustainability and social justice
