The implementation research is not just a technical or systems exercise - the IJS as a component of the CJS is not merely an IT system. Ultimately the IJS deals with people: from champions and leaders to agency departments and people affected by crime and justice. This people-focused perspective highlights three groups of stakeholders directly affected by the IJS. With regard to the Scope, three categories of stakeholders are indicated: children (as victims or perpetrators), victims and gender specific people. These categories are integral, and thus not an extension or narrowing of the scope. Ultimately, the IJS affects all people in SA, as indicated in the ToC: "all people in SA must feel and be safe". This includes people who are not (yet) victims.
