This implementation framework provides further details on the eight tools that were proposed in the briefing paper. It serves as a guide on how the workstream would facilitate the implementation of the tools for the next phase. Section 2 includes an outline of the operational strategies, a step-by-step guide on how the strategies will be implemented, potential monitoring and evaluation mechanisms and the critical conditions for the successful implementation of the tools. An implementation guideline template is presented in Section 3; this template can be used once a particular tool has been agreed upon. Section 4 proposes a template of tool selection criteria which the workstream and the metros can use to evaluate the applicability of the tools in their individual contexts.
