The paper begins by detailing a nuanced understanding of corruption and local government's vulnerability to corruption. This is followed by a detailed description of the existing anti-corruption laws, regulations and structures and their relevance to the metros. The next section analyses the prevalence of corruption in the eight metros as recorded by several data sources. Strategies and tools that have been employed so far are presented thereafter, with reference to international and local good practice categorised into 5 typologies. Together with other emerging issues and concerns expressed by metro officials during preliminary interviews, the paper concludes with a set of in-principle foci and proposed entry points for the implementation phase.
