The study aims to investigate the economic benefits as well as socio-economic advantages that are derived from the services provided by the CAOs, which are frequently provided in areas where government institutions and departments are not available or are a considerable distance away from citizens. In doing so the study will provide a fuller qualitative and quantitative picture of the performance, successes and limitations of CAOs, which would need to be addressed in order to ensure that disbursed public funds are used efficiently, effectively and in keeping with principles of good financial governance.
