As the SARRAH PMTCT workstream's work proper ended in July 2011, the evaluation mainly assessed intermediate outcomes from 2009 to 2011. The investigations of the PMTCT workstream fulfilled the second output of the SARRAH programme which is concerned with strengthened leadership and accountability of the national response to HIV and AIDS. The main focus of the evaluation was three-fold as follows to: 1. Determine what information is available about the SARRAH PMTCT workstream. 2. Find out the views of national, provincial and district officials as well as other PMTCT partners concerning the SARRAH programme and its perceived intermediate outcomes, and, 3. Determine the additionality of SARRAH to the intermediate outcomes of the PMTCT A-Plan programme at national, provincial and district levels.
